Useless trivia (I’m bored). IPC recycled the cover art of Top Secret Picture Library N0 29 for the cover of Action Annual 1983.

I guess they couldn’t find any artist who wanted to make a cover or don’t want to spend money on it.

1984 Annual’s coverr is a reprinting of Top Secret Library No. 28.
